No, you are best declaring the arrays at the head of the program. They are global by default. They can be declared later or in a sub but whenever they are declared they are global by default.
A quirk is that you don't actually need to declare small single dimension arrays with less than ten elements. They are created when found. Just as our ordinary variables are. Multidimension and larger arrays do need declared.

Walt, Another thing to note is that ByRef is only for use in Subroutine/Function declaration. It cannot be used within a call to a Subroutine/Function.
