Is it possible to open and view IP cameras with LB?

That pretty much depends entirely on the camera. There are many different types of IP cameras, all of which provide access to their feeds in different ways. Depending on how that access is provided, it's possible LB could be used to do so. I know there are other IoT devices that LB can interact with. A good example is the Philips Hue light bulb system; although it requires relying on API calls, accessing those is fairly simple.

There is a demo on LBPE that shows how to capture video as AVI. Old demo but it works on my current PC using its built in camera. USB is just the wire so it should work for USB connected cameras. lbpe.wikispaces.com/VidCap
