The thread is wandering. Liberty uses Windows meta data rendering system. This uses a segmented drawing system thst remembers and can redraw segments. This has benefits but you need to flush the last drawn segment to preserve it on screen.
If you are not interested in segments you can draw directly to the screen or buffer, whatever suits.
Only by describing you project will you get relevant advice

I've been using this api for a long time. works wonderfully.
but you haven't managed to rotate sprite with the api under liberty basic.

Well this particular API does not rotate sprites but it can page in pre rotated or drawn sprites. We have shown you this method and indeed alternative API rotations.
So sprites can be rotated. It does take a little preparation or effort.
