Unless someone knows differently I think the short answer is no. I read that the default margins are 3mm top right and left and a bit more at the foot probably for page mounting and feed. I think they will only be adjustable via the HP App.
On my Epsom I get exactly the same and I cannot find any setting on the Epsom App to adjust them. Margin is usually associated with text placement, what type of printing are you discussing? If you are still printing graphics it may just be the scale factor that needs changed.

many thanks Rod. I thought this was the case. Yes it's only graphics that I'm printing to my HP Envy 4520. Tried all sorts of scaling etc but can't get any printing in the bottom 20mm of the page. Top, left , and right sides print within a few mm. I found this bit of code from an Alyce newsletter back in 2000. Dont know if this helps.

right=50
bottom=100
left=50
CallDll #vb, "PageLayoutSetup",_

right as short,_
bottom as short,_
left as short,_
r as short

Yeah, probably get more from a HP support forum but I would guess 20mm is about the minimum. Don’t think it will go any lower and it is all to do with getting the paper into or out off the printer. Some printers will do edge to edge photo printing as an option but again HP would be the place to find out.
Try
People also ask How do I print borderless on HP Envy 4520? On HP: Go to “Printing Preferences”. Head on over to the “Features” page. Here, you will see a section called “Paper Size Options”. Select “Borderless”, and print.
You will never do this via Liberty it will need manually set on the hp app.

hi Rod - i've just noticed that the HP Envy 4520 has two printer types when i list the printers. One is controlled by an app, the other ( HPBB6856 HP ENVY 4520 series) is controlled by windows. When I use the HPBB6856 i can print right to the edges of the paper.
