If I were to resurrect the original Liberty BASIC Newsletter, would people here be interested in submitting some articles to help fill it out?

Sure, but if I recall correctly the issue with the newsletters was the editorial management. It was onerous and I think forced their demise.
An archive on the other hand has less editorial management. If it is promoted folks contribute and it is up to the readers to cherry pick code of interest. Contributors earn respect and I still go back to code and demos contributed by a few good contributors to the JB archive.
While there is no editorial hurdle with the archive it encourages contribution and participation. It gives people a platform to share code and provided that sharing is ongoing it provides interest and reasons to revisit and renew membership.
To be clear I am not suggesting this forum or the wiki would be any less active. I am simply proposing a code archive that compliments and potentially funds our activities.
My own view is that the JB Archive model has been successful. We need to keep in mind it is personally funded by Stefan which is greatly appreciated but at the end of the day is just as much at risk of closing as all other personally funded resources.

I would like to see the news letter I would contribute some of the .XML examples I learned through hours of trial and error and would like to help others find use of it. I have used it to store database items etc...

Nobody else would need to be involved in editing and publishing. That's the way it began all those years ago. I agree with most of Rod's comments. However, I'm not sure if an Archive similar to JB Archives is the answer. There's not been a lot of recent activity in the JB Archive. The last item was mid- December 2023. Perhaps a section in the Community Forum could be introduced specifically for Articles and the like. This would remove the pressures of producing a monthly Newsletter to provide Articles, but people could and should be encouraged to write articles. One thing I would like to see is some of the LB Newsletter Articles resurrected and brought up-to-date. Whilst I have been carrying out my own exercise on the LB Newsletters, I have seen many wonderful articles that could be included in such a section. I particularly like Alyce Watson's Open Editor. I think there is probably enough pressure for you in developing LB5, without taking on the additional pressures of maintaining and producing a monthly Newsletter.
